A garage floor has the hardest job of any slab on the property and gets the least respect. It parks vehicles, takes dropped tools and jack stands, and every winter your car pulls in wearing a coat of road salt and slush and drips it onto the concrete for hours. Then it does the same thing the next day. Floors rarely fail structurally. They fail at the surface, and they fail first wherever the salt water collects.

What is under it, where does water go, how is it jointed, and what does the surface have to survive. Floors price out on area, access, and everything that has to happen before the concrete arrives. Replacing an existing floor means demolition and haul-off through a single door opening, which is slow, hand-loaded work. New construction is usually cleaner. From there the drivers are base correction, moisture measures, drains and the plumbing they need, the slope you want, the reinforcement your contractor specifies for your loads, and any thickened area for a lift or heavy equipment. Sealing or coating the finished floor is a separate line, and it depends on how the slab is prepped.
That is the salt and freeze-thaw zone. Snow and road salt fall off your vehicle just inside the door, sit in a puddle, soak into the surface, and cycle between freezing and thawing all winter. The top layer is what gives up first, which is why the damage shows as flaking and pitting rather than as a crack. Rinsing that area when weather allows helps.
A coating bonds to the surface it is put on, so if the top layer is loose, the coating is only as good as what it stuck to. Sound concrete with ordinary surface wear can usually be prepped and coated. A floor that is actively losing its surface, or one with moisture coming up from underneath, needs that dealt with first.
Both approaches work, and the right one depends on your building, how much weather comes in the door, and whether a drain can be plumbed sensibly. What does not work is a floor with no fall at all. Meltwater has to leave. If it collects and sits, you get the same surface damage you see at the door.
